
Boston will become the first major U.S. city to introduce an artificial intelligence curriculum in its public high schools, beginning with classes at some schools in September. Analysts say the move marks the start of AI instruction in U.S. public education, as countries compete to cultivate AI-skilled talent.
Boston will begin AI courses at about 20 high schools in September covering how AI works along with foundational knowledge of data and algorithms, local outlets including Boston.com reported on the 31st. The curriculum also covers critical and ethical use of AI. In written responses to The Seoul Economic Daily, a Boston Public Schools official said the workload was at capacity in preparing for a new school year that will implement a "very important AI project," expressing anticipation for the new program.
AI instruction in the United States has so far been concentrated at some private schools, and Boston is the first major U.S. city to begin AI education at the public school level. Boston.com described the city as the first large school district to make AI education mandatory. Massachusetts, where Boston is located, last year ran a pilot AI program for 1,600 students in eighth grade and above across 30 public school districts in the state. Announcing the high school program in March, Boston Mayor Michelle Wu said the goal was to have students use AI so they can secure jobs and achieve more both during their studies and after graduation.
Behind the U.S. shift from skepticism toward AI education is China's push to strengthen its own. China, which is competing with the United States for AI supremacy, has made AI instruction mandatory from elementary school in cities including Hangzhou and Shanghai. The United Arab Emirates has designated AI a required subject across all public schools from kindergarten at age 4 through high school, and Estonia and Singapore are also expanding AI education. A common thread among these countries is that they teach not only how AI works but also how to use it critically and ethically.

Boston is bringing AI education into public schools because society is entering an era that treats AI proficiency — from how the technology works to critical and ethical use — as a basic skill. In particular, as AI instruction spread through private education under the lead of Big Tech firms, the view gained ground that public education should take responsibility for teaching AI. With concerns running high that misuse of AI erodes students' focus and critical thinking, the argument is that schools themselves must step in.
China's moves in the fierce contest for AI supremacy have also spurred the United States. The growing number of AI school programs in Europe, Asia and the Middle East reflects a shared concern that AI must be folded into formal education to develop AI-skilled talent.
New York City, where an AI-focused high school was scrapped, says it will keep discussing how to handle technological change
Resistance to student use of AI remains strong in the United States. A prominent example came in April, when New York City's planned AI-focused high school, the Next Generation Technology High School, slated for Manhattan's Financial District, was scrapped after fierce pushback from parents and educators who argued that AI use would weaken students' focus and critical thinking. Criticism that "schools are not laboratories for Big Tech" and that the plan would instead concentrate AI education among the wealthy also carried weight.
But a counterargument is spreading: precisely for that reason, schools should teach responsible AI use. In a survey of 545 teachers from kindergarten through high school by the polling firm Ipsos, 78% agreed that teaching how to use AI responsibly should be part of school curricula. The survey also found that 52% of responding teachers work at schools with no separate guidelines on student AI use.
In written responses to The Seoul Economic Daily after the AI high school plan collapsed, the New York City Department of Education said providing excellent high school opportunities and outcomes for the city's students was its top priority, and stressed that it would continue discussing with school communities how to respond responsibly to technological change. In an editorial in June, The Washington Post said it was healthy for parents to scrutinize new technology before it is introduced to their children, but argued that excluding AI from schools would ultimately harm students. Understanding how to use AI effectively, the paper noted, would help them once they enter the workforce. The editorial raised the need to expand access to AI knowledge through public education, opportunities now largely limited to some private schools.

China teaches AI from elementary school; UAE starts at age 4
There is also a strong sense of urgency about falling behind China, which is already moving quickly on AI education. Beijing is pushing a state-led AI education policy. In Hangzhou, a leading Chinese tech city, elementary students are required to receive at least 10 hours of AI instruction a year. Chunhui Elementary School in Hangzhou's Binjiang district has integrated AI across the classroom, deploying AI agents in class as well as during morning reading periods and after-school programs to support individualized learning. Shanghai mandates 30 hours of AI instruction a year, three times Hangzhou's total, and specifies that teachers who excel at AI instruction receive preference in promotions and rewards.
The United Arab Emirates has framed its AI education philosophy as training talent for a post-oil era. It created the world's first dedicated AI ministry in 2017, and since last year has designated AI a required subject across all public education starting at age 4. It also became the first country to integrate AI into regular school class time.
Critical adoption is essential; rejecting the tool means being left behind
Notably, countries are teaching not just AI-related skills but critical use. Course content ranges from AI literacy to identifying disinformation. Singapore provides every middle school student with a personal digital device, but bases learning on interaction with teachers rather than between students and devices.
Estonia, a northern European country of 1.3 million people, early this year launched an AI education experiment called Socrates AI in partnership with AI companies including OpenAI, providing free AI access to about 20,000 students and 3,000 teachers. The name reflects a philosophy of cultivating thinking skills. Even in China, where AI education is being pursued at industrial-policy speed, the ability to question and verify AI answers has been made a required part of the curriculum.
Sam Illingworth, a professor at Edinburgh Napier University in Britain who has researched AI literacy, noted that some teachers refused to bring the internet into classrooms in the late 1990s but could not stop it. Students who refuse to touch AI at all, the professor said, are effectively handing the tool over to students who know how to use it critically.
