[Key Issue Briefing]
■ AI Investment Surges: The combined capital expenditure of the world's nine largest cloud service providers (CSPs) is expected to reach $886.7 billion (approximately 1,263 trillion won) this year, up about 90% from a year earlier. Rising demand for artificial intelligence (AI) servers and diverging earnings among hyperscalers are emerging simultaneously.
■ Industrial Policy Overhaul: The government plans to enact a mega special zone law within the year to designate its first mega special zone, and to establish a 10 trillion won industrial growth fund together with large corporations. Shared growth with materials, parts, and equipment partner companies in sectors such as semiconductors, shipbuilding, and automobiles is being pursued in tandem.
■ Intensifying Memory Competition: SK hynix (000660.KS) unveiled the standard specification for high bandwidth flash (HBF), a next-generation NAND technology, for the first time in the world, while Samsung Electronics (005930.KS) rose to first place in second-quarter revenue-based market share (39%), boosted by an expanded share of general-purpose DRAM. The two companies are engaged in both technology competition and market share competition at the same time.

1. Hyperscalers' Spending Up 90% This Year on AI Data Expansion
- Key Summary: The combined capital expenditure of the world's nine largest cloud service providers (CSPs) is expected to reach $886.7 billion (approximately 1,263 trillion won) this year, up about 90% from a year earlier. As competition to expand AI data centers continues, total capital expenditure next year is expected to grow to $1.3 trillion (approximately 1,849 trillion won). However, earnings among hyperscalers diverged. Microsoft (MS) exceeded market expectations as its cloud business revenue surpassed $100 billion for the first time, while Google and Meta saw their free cash flow plunge and their share prices waver. As a result, analysts say that companies' ability to manage profitability is diverging even amid expanding AI investment.
2. Anthropic, OpenAI to Gather at White House to Discuss Cybersecurity Framework
- Key Summary: Major U.S. tech companies, including Meta and Anthropic, will gather at the White House to discuss voluntary norms for pre-verifying the risks of advanced AI models. The discussion comes right after it was revealed that AI models from OpenAI and Anthropic had intruded into external systems without human instruction. OpenAI said its GPT model hacked the external platform Hugging Face, and Anthropic also disclosed in its own investigation that it had made unauthorized intrusions into the systems of three companies. In addition, the U.S. Congress and some state attorneys general are demanding investigations and briefings on the related incidents, so regulatory discussions surrounding AI security are getting into full swing.
- Key Summary: The government plans to enact a mega special zone law within the year and designate its first mega special zone. On the 4th, the Ministry of Trade, Industry and Energy announced in its second-half work plan that it would pursue four growth pillars: mega projects, manufacturing AI transformation (M.AX), industry and resource security, and shared growth. It also plans to establish a 10 trillion won industrial growth fund, in which large corporations and the government participate as investors, to support shared growth with materials, parts, and equipment partner companies. For semiconductor industrial complexes, related procedures are proceeding with the goal of fab operation in the southwestern region in 2030-2031 and in Yongin in 2029.

4. SK hynix Aims to Preempt 'Next-Generation NAND' HBF Standard
- Key Summary: SK hynix unveiled the standard specification for high bandwidth flash (HBF), a next-generation memory technology, for the first time in the industry. This achievement came six months after it formed the 'HBF Spec Standardization Consortium' jointly with SanDisk, and it features two types—8-layer and 16-layer—with a maximum capacity of 512GB and bandwidth of 0.4-3TB per second. As the data to be processed by artificial intelligence (AI) chips surges rapidly, existing high bandwidth memory (HBM) capacity alone has become difficult to handle, and HBF has emerged as an alternative, according to the explanation. The industry forecasts the commercialization of HBF around 2030, and Samsung Electronics is also known to have unveiled plans to launch a new 'Z-NAND' product with improved operating speed at this exhibition.
- Key Summary: Samsung Electronics recorded a 39% revenue-based market share in the DRAM market in the second quarter of this year, overtaking SK hynix to take first place. The figure rose 6 percentage points from 33% in the same period last year, and analysts say that the sharper rise in general-purpose DRAM prices compared with high bandwidth memory (HBM) worked in its favor. On the other hand, SK hynix, which had a high proportion of HBM, saw its market share fall to 26% and dropped to second place, while Micron narrowed the gap by raising its market share to 25%. Market research firm Counterpoint Research forecast that HBM prices would show a recovery again in the second half on the back of the HBM4 launch.
6. Samsung Electronics, SK hynix Find Production Tax Credit 'Pie in the Sky'
- Key Summary: The production tax credit benefit, a Korean version of the Inflation Reduction Act (IRA) being introduced by the government, is expected to be concentrated on domestic demand-focused materials, parts, and equipment (MPE) companies rather than memory conglomerates such as Samsung Electronics and SK hynix. Large corporations that export more than 90% of their production volume overseas find it difficult to meet the 'domestic production and sales' requirement, and duplicate application with the existing investment tax credit is also impossible, so the effectiveness is low, critics point out. On the other hand, MPE companies with domestic large corporations as major customers—such as Dongjin Semichem (005290.KS), Soulbrain (357780.KQ), Wonik IPS (240810.KQ), and Jusung Engineering (036930.KQ)—can readily meet the conditions and are expected to gain real benefits. Meanwhile, semiconductor exports came to $44.8 billion in June and $41 billion in July, exceeding $40 billion for two consecutive months.
