GOYANG — The city of Goyang in Gyeonggi Province is introducing an advanced intelligent traffic system that uses artificial intelligence to detect pedestrian and vehicle movement in real time and adjust traffic signals accordingly.
Goyang said on the 18th that it is pursuing the AI-CROSS project, a pedestrian-centered intelligent signal operation system, as part of the Ministry of Land, Infrastructure and Transport's 2026 Digital Road AI New Technology Support Program. A consortium of Signtelecom, Dongrim T&S, Costec System, the Industry-Academic Cooperation Foundation of Korea National University of Transportation and the Korea Road Traffic Authority is taking part, and the project runs through June next year.
AI-CROSS uses AI edge cameras to track pedestrian and vehicle flows near crosswalks in real time. It combines object tracking, arrival-time prediction and analysis of pedestrians' intent to cross to tailor signal timing to conditions at each intersection.
Depending on site conditions, the system can shift flexibly between pedestrian-priority, vehicle-priority and balanced modes, which the city expects will overcome the limits of conventional signals that operate on fixed timetables.
The city has begun reviewing roughly seven candidate locations in the Deogyang and Ilsanseo districts, including child and elderly protection zones, areas crowded with private academies and neighborhoods near train stations, where traffic patterns vary widely. The system will also include safety-oriented controls that precisely recognize the walking speed and characteristics of children, older adults and people with limited mobility, extending crossing times for them as needed.
The plan is to cut waiting times for pedestrians while also minimizing delays for vehicles.
"By using AI to respond actively to fluctuating pedestrian and vehicle demand, we will significantly strengthen public safety," a Goyang city official said. "We will work closely with related agencies to complete an AI signal operation model optimized for conditions in Goyang."
