
GOYANG — The Seonyu district in Goyang, Gyeonggi Province, has been selected as a new site for the Ministry of the Interior and Safety's 2027 comprehensive neighborhood storm and flood improvement project.
Goyang said on Sept. 16 that the areas of Seonyu-dong and Ogeum-dong were chosen through a competitive selection process, securing 30.7 billion won ($22 million) in national and provincial funds, or 75% of the total project cost of 40.9 billion won.
The Seonyu district has repeatedly suffered flood damage during torrential rain because low-lying farmland and residential areas are clustered near a river. The city has designated the district as a flood risk zone under its comprehensive natural disaster reduction plan and managed it as such since 2022.
To address the flooding at its root, the city commissioned a feasibility study this year and moved ahead with related procedures, including the designation and public notice of the area as a natural disaster risk improvement zone. On that basis, the city actively pursued the funding competition and won selection as a project site.
The comprehensive neighborhood storm and flood improvement project departs from the conventional approach of upgrading individual facilities such as rivers or drainage systems one by one. Instead, it addresses disaster risks across an entire neighborhood. By upgrading rivers, drainage pump stations, stormwater pipes and slopes in a coordinated way, the project focuses on reducing flood damage caused by torrential rain.
Using the project budget, including the national and provincial funds, the city plans to begin disaster prevention work in earnest in the Seonyu-dong and Ogeum-dong areas next year. Key components include river improvement, the rebuilding of bridges, the installation of an unmanned drainage pump station and slope reinforcement.
Goyang Mayor Min Kyung-sun said the selection marks the first result of the current Goyang administration's disaster prevention policy, which puts citizen safety first. "We will carry out the project without setbacks so that residents of the Seonyu district, who have suffered from repeated flooding, can live in a safer environment," the mayor said.
"We will also work actively to secure national and provincial funds so that disaster prevention projects requiring large-scale financing can proceed smoothly," the mayor added. "We will continue to pursue effective safety policies that protect the lives and property of our citizens."
