
INCHEON — The Incheon Metropolitan Council is tightening the requirements for forming member research groups and overhauling its review system, a move aimed at raising research expertise and ensuring transparency in policy research as the number of council seats grows.
A partial amendment to the ordinance on the formation and operation of Incheon Metropolitan Council member research groups, sponsored by council member Roh Tae-son of the Democratic Party of Korea representing Bupyeong District 3, recently cleared review by the steering committee during the 313th extraordinary session, the council said on Sept. 14.
The amendment raises the minimum membership of a research group to five from four. The change is intended to prevent the splintering of groups into small clusters and to build a more substantive research infrastructure. The amendment also reorganizes the composition of the research group operation review committee and its evaluation criteria, strengthening follow-up assessment and management functions.
"The revision of the ordinance will encourage members' research activities from multiple angles while producing effective policy outcomes through a more rigorous review process," Roh said.
The ordinance will be put to the fifth plenary session of the 313th extraordinary session on Sept. 18. If passed and finally approved, it will take effect immediately upon promulgation.
