
The Seoul Metropolitan Government said Monday it had notified construction firms, including Hyundai Engineering & Construction, of demerit points to be imposed for omitting rebar during underground construction at Samsung Station on the Great Train Express (GTX)-A line.
The city said it would impose 2.316 demerit points on Hyundai E&C, along with 0.210 to 0.716 points on other construction businesses. It added that it planned to impose 4 demerit points each on subcontractors, construction engineers, and subcontractor site managers.
Under the enforcement decree of the Construction Technology Promotion Act, demerit points may be imposed when major structural components are built differently from the design, requiring repair or reinforcement, or when failure to take action after design verification results in a need to change the design of major structural components after construction.
The city will accept objections to the demerit points through the end of this month. If objections are filed, the final scale of the penalties will be determined through a review committee composed of external members.
Once the demerit points are confirmed, Hyundai E&C and others will face disadvantages in bidding for public construction projects. If the points accumulate, the firms will be subject to restrictions such as limits on pre-sale of housing and restrictions on participation in public project bidding.
