Korea Land & Housing Corporation (LH) said on Sept. 14 that it has begun selecting a construction contractor for the Sanbon 9-2 district, a pilot site for integrated rebuilding in the Sanbon new town in Gunpo, Gyeonggi Province. It is the fastest-moving project among the pilot districts in South Korea's first-generation new towns, with the final contractor to be chosen in January. Nine months have passed since the district was designated a special reconstruction zone in December.
Sanbon 9-2, planned for 3,376 units, was designated and publicly notified as a special redevelopment zone last December under the Special Act on the Improvement and Support of Aging Planned Cities. A project implementer was then designated in March. LH said the district has moved through zone designation and implementer designation faster than any other pilot district in the first-generation new towns in which LH is involved.
The contractor selection is being carried out under the Act on the Improvement of Urban Areas and Residential Environments. A residents' representative council will solicit bids through competitive tender, and around January, landowners and other rights holders will vote to recommend a final contractor. LH, as the project implementer, will then handle the selection and the contract.
Once the contractor is chosen, LH plans to pursue project implementation approval, the next administrative step, in 2027. "Based on active communication with the residents' representative council, we reflected residents' needs in the bidding criteria as much as possible, including raising the standard of finishing materials and preparing tailored bidding guidelines," an LH official said. "We will do our best to make sure Sanbon 9-2 is reborn as a premium residential complex."
