
The government will build the country's first public digital asset testbed capable of verifying stablecoin and tokenized securities (STO) services. As discussions on enacting the Digital Asset Basic Act and institutionalizing a won-denominated stablecoin regain momentum, public infrastructure to test actual services is now being established. Market observers say efforts to lay the groundwork for the digital asset market are gaining speed.
According to the financial industry on the 26th, the Telecommunications Technology Association (TTA), an affiliate of the Ministry of Science and ICT, recently launched a service tender to advance its "Blockchain-Based Digital Asset Verification Infrastructure" project. The core aim is to build a public testbed capable of testing the entire issuance and distribution process of stablecoins and tokenized securities, and to establish a methodology for verifying digital asset services. The testbed is targeted for completion in October.
The project focuses on replicating an operating environment similar to actual financial services. It will build issuance, burning, remittance, and freezing functions for stablecoins and tokenized securities, as well as user identity verification, a cryptographic key management system, and a blockchain explorer. It is designed to recreate the entire process by which a financial company operates digital asset services.
This is interpreted as a move to build a public testing system ahead of the institutionalization of digital assets. The government has recently begun in earnest its discussions on enacting the Digital Asset Basic Act, which had stalled for some time, and reaffirmed its intent to legislate within the year, prompting it to establish verification infrastructure to support this.
Until now, the technical stability and regulatory compliance of digital asset services had only been checked by individual operators through their own test networks. Once this project is complete, a foundation for evaluating these at a public testbed is expected to be established. An official in the blockchain industry said, "For the digital asset market to be incorporated into the regulated system, an authoritative testing system that can objectively verify services is essential, not just laws."
