
BUSAN — Haeundae District 2, Busan's first pilot district for the redevelopment of an aging planned city, has entered its full implementation phase with the introduction of a preemptive advisory system designed to sharply reduce administrative waiting times. The plan to rebuild about 4,700 units at Haeundae Green City is gaining momentum, raising expectations of a broader boost to redevelopment projects across the region.
The city government said on the 1st that its Aging Planned City Redevelopment Committee will hold an expert advisory session on the 13th on a draft special redevelopment plan prepared by the district's resident representative group. Specialists in urban planning, architecture, landscaping and transportation will take part in reviewing the draft's key issues and areas needing revision.
Unlike the conventional process, in which deliberations begin only after a formal plan is submitted, this advisory session brings expert opinion into the draft stage. The city said raising the quality of the plan early on would reduce the repeated revisions that typically arise during consultations with related agencies and subsequent deliberations, shortening the overall project timeline.
Haeundae District 2 has moved quickly since being designated a pilot district in December last year, with the basic redevelopment plan for the aging planned city of the Haeundae area announced in April and the resident representative group approved in September. The draft made public calls for the integrated redevelopment of three existing housing complexes totaling 4,694 units, along with expanded public infrastructure such as roads and parks, under a forward-looking urban regeneration approach.
The resident representative group plans to revise the draft to reflect the advisory findings before formally proposing the special redevelopment plan to the city. The plan will then go through public review, consultations with relevant departments, a hearing of city council opinions and deliberation by the Aging Planned City Redevelopment Committee, after which decisions on the special redevelopment plan and the designation of a special redevelopment zone will be made.
"This advisory session is the first step toward the full-fledged push for the Haeundae District 2 aging planned city redevelopment project, and it will serve as an opportunity to improve the quality of the plan and add speed to the project," said Kim Hyo-sook, director general of the city's Housing and Architecture Bureau.
