
Seoul's Yongsan District said on the 30th that it signed a memorandum of understanding on district heating supply for the Hannam redevelopment promotion district with the Korea District Heating Corporation and the redevelopment associations for Hannam Zones 2, 3, 4 and 5 a day earlier.
The Hannam redevelopment promotion district spans about 940,000 square meters and will eventually house 12,904 homes. Securing infrastructure such as heat sources and heat transmission pipes in advance is critical to supplying heating and hot water reliably at that scale.
The agreement is designed to let the district office, the state-owned utility and the associations work together to minimize construction delays while installing heat supply facilities on schedule. Officials said the arrangement will improve conditions for residents and help create an environmentally friendly residential environment.
Those attending the signing ceremony included Yongsan District Mayor Kim Kyung-dae, Korea District Heating Corporation President Ha Dong-geun, Hannam Zone 2 association head Yoon Ju-pil, Hannam Zone 3 association head Cho Chang-won, Hannam Zone 4 association head Min Byung-jin and Hannam Zone 5 association head Shin Sang-chul.
Under the agreement, Yongsan District will provide administrative support and assist with advance consultations on permits needed to build heat transmission facilities. The Korea District Heating Corporation will carry out construction of infrastructure including heat sources and transmission pipes to supply district heating within the area. Each association will provide land needed for supply facilities such as pressure-boosting stations.
Yongsan District will also coordinate construction conflicts between the zones. Because the zones are at different stages, the district said a public manager's mediating role matters for handling on-site conflicts over the timing of pipe burial and road restoration.
Hannam Zone 2 has completed resident relocation, while Hannam Zone 3 has finished demolishing above-ground structures and plans to break ground on infrastructure road work in November. Hannam Zones 4 and 5 are targeting approval of their management and disposal plans in 2027.
"Securing energy infrastructure in advance is important to creating a safe and comfortable residential environment," Kim said. "We will work closely with the relevant agencies and spare no administrative support so that the Hannam district establishes itself as a premium residential complex that truly represents Seoul."
